Highway 427 Expansion Project Reaches Financial Close

Infrastructure Ontario, Grupo ACS and Miller Construction reached financial close on the Highway 427 Expansion Project. The project has a capital cost of $363 million and is being financed through a bank-bond hybrid.
The project, which includes a 6.6-km extension of Highway 427 from Highway 7 to Major Mackenzie Drive and a 4-km widening of the highway from Finch Avenue to Highway 7, is being delivered through a design-build-finance-maintain P3 procurement model over a 30-year period.
Aird & Berlis LLP represented Infrastructure Ontario and the Ministry of Transportation with a team that was led by Douglas Younger and included Heidi Visser, Lorway Gosse, Aaron Bains and Ian McLeod.
