Ontario Land Use Planning Right Now: Putting the New Pieces Together

After years of public consultation, Ontario’s revised Provincial Planning Statement, 2024 (the “PPS, 2024”) has been finalized and will take effect on October 20, 2024. The PPS, 2024 replaces both A Place to Grow: Growth Plan for the Greater Golden Horseshoe and the Provincial Policy Statement, 2020, integrating them into a single province-wide planning document.
With a focus on intensification and freeing up new land for development, the provincial government envisions that the PPS, 2024 will set the stage for a “long-term building boom.” Key changes include specific policies for large and fast-growing municipalities, an emphasis on building more homes, and revised policies related to settlement areas, strategic growth areas and major transit station areas. The PPS, 2024 is expected to apply to all municipal decisions affecting planning matters made on or after its implementation date.
