External Speaker: Sana Malik - Senior Manager, Public Sector Advisory - KPMG Canada

Bill 23, Ontario's More Homes Built Faster Act, received royal assent on November 28, 2022. The Act amends the Ontario Planning Act and its regulations to reduce red tape and remove barriers that are slowing down housing construction and other priority projects, while continuing to provide the amenities and new housing that matter most to local communities.

In the third of this four-part series breaking down the impact of these legislative changes, Alexander Suriano of Aird & Berlis will discuss Bill 23 amendments to Section 42 regarding parkland contributions and new appeal process. Sana Malik of KPMG Canada will discuss process changes related to development application reviews from a technology perspective.

Topics include:
  • New timings and deadlines for calculation of the parkland contribution amount
  • Expanded recognition of different types of tenure and Privately-Owned Publicly Accessible Spaces (POPS) that can satisfy a parkland contribution under the new legislation
  • New process for landowners to propose parkland contribution to municipalities and related appeal rights
  • Using technology to process planning and development applications along with common industry tools available to municipalities to improve your processes
