Douglas is Chair of the firm's National Infrastructure Team. He practises in the area of corporate and project finance with a predominant focus on P3 and infrastructure transactions. Douglas brings a wealth of P3 and project finance experience to his practice, having advised governments, equity sponsors and funders on a wide variety of transportation and accommodation P3 projects including roads, hospitals, schools, higher education, transit and social housing. Douglas also has extensive experience in the structuring, negotiation and documentation of international and domestic project and structured financings. He has acted as lead counsel on a multiplicity of major Canadian and international P3 and project finance transactions. From 1998 to 2001, Douglas was Vice-President and European Legal Counsel to an international financial institution, advising investment bankers on legal issues pertaining to PFI transactions in the United Kingdom and structured and project finance transactions in Western Europe. Douglas is a leader in the Canadian P3 sector, advising governments, bidders, funders and design-builders on major P3 transactions across the country. His experience as an advisor to governments and private sector participants in P3 transactions, both domestically and internationally, has given him significant insight into the issues confronting participants in the Canadian and international P3 markets. Douglas is a frequent lecturer and writer on project finance and P3 matters.
